In this respect, poor people are of two main groups namely, the deserving poor and the undeserving poor. Certain policies and programs help in dealing with the deserving poor and the undeserving poor, so that the overall society can be uplifted economically, socially, spiritually, and intellectually (Segal 2010, pp. 191-193). In as much as human service organizations regularly engage in social development programs, the concept of ‘deserving and ‘undeserving’ poor does not entirely in the development and implementation of social policies and programs.
