NIMBY phenomenon , Flexible zoning and home rule Lecturer NIMBY Phenomena NIMBY is an acronym. It means “not in my backyard.” This word was formulated by Emilie travel, in 1980. The local governments have adapted the floating zones and PDDs as a better method of zoning. The two give the municipalities more flexibility. This is because they concentrate more on the general goal, rather than the restrictive measures.The local government adapts some measures while applying the flexible zoning.
